Your Leader Tab TBL-12W won't charge because the original adaptor went missing or got fried in the kitchen drawer. You need the exact match: 5V at 3A, DC 2.5 × 0.7mm plug, 1m cable. Not a generic 5V brick that might underpower it.
This SAA-certified adaptor is made for the TBL-12W and TBL-12WPRO. Heads up: if you've got the TBL-12W2PRO, you need a different unit (part NAI-ADP-AP116). Don't mix them up – the plug size is the same but the spec isn't.
